HUD LEAD SAFE HOUSING RULE EFFECTIVE - SEPTEMBER 15,2000 AND THEREAFTER
This notice is to inform landlords participating in the Kenosha Housing Authority's Section 8 Rent Assistance Program of the new responsibilities regarding paint stabilization for deteriorated paint surfaces in residences built prior to 1978 with a child or children under the age of 6 years.
If the KHA inspector, upon visual inspection of a current Section 8 unit or of a new to lease up Section 8 unit, finds that there are deteriorating paint surfaces in the unit, the inspector must fail the unit At this time, the owner will be required to:
1. Paint stabilization. The owner must hire a certified lead-based paint abatement contractor to perform the interim controls. (See enclosed "Lead Alert" flyer) (The KHA will include a current list of available Lead Contractors.) The owner has 30 days from the date of notification from the KHA to complete paint stabilization procedures. The KHA has a list of certified lead contractors to share with owners who need to do abatement activities. This list will be provided to owners if a unit fails for deteriorated paint
2. Clearance Testing. Paint stabilization is considered complete when clearance is achieved. Contact the KHA when work is completed. Currently, the following contractors are certified to perform risk assessments:
