I. Function
A. Review candidates for title changes under UWPA 5.
B. Review candidates for indefinite appointments under UWPA 6.
C. Review new positions for determination of appropriate academic staff title.
D. Keep ASTRC guidelines and procedures current.
II. Membership
The committee shall consist of five academic staff members elected by the academic staff as defined in UWPA 1.03. The Director of Human Resources shall serve as ex-officio member of the committee.
III. Rights and Responsibilities
A. The members of the ASTRC have the right to request pertinent human resources data that will enhance their ability to make an objective decision.
B. Only duly elected members of the ASTRC have the right to approve a Title Review Request.
C. Due to the required title review deadline structure, nominees for the ASTRC should be willing to work with title review proceedings year round.
D. The members of the ASTRC shall hold all information and proceedings in confidence.
IV. Restriction on Membership
In no case shall an Academic Staff Committee member serve concurrently on the Academic Staff Title Review Committee.
V. Election Procedures
A. All members of the University of Wisconsin-Parkside academic staff may vote to elect the committee members in an at-large election.
B. A slate of candidates who are employed at least 50% time by the University will be nominated by the Academic Staff Committee with a minimum of two names for each opening on the committee. The slate shall include representatives from a variety of reporting areas.
C. The office of the Secretary of the Faculty will supervise balloting procedures.
D. In the event of a vacancy occurring in the membership of the committee between elections, a replacement shall be named by the Academic Staff Committee.
E. Elections for all vacant positions or expiring terms will be held each spring.
VI. Term of Office
A. The term of membership shall be three years.
B. The election procedure shall rotate so that at least one (1) and no more than two (2) new members will be elected in any given year. (* see attached)
C. Elections for the positions of members whose terms are expiring, plus elections to
complete the term of any vacant positions will be held each spring.
VII. Officers
A. Chairperson
1. Shall be chosen by majority vote of the committee members present at the first meeting of the academic year.
2. Preside over meetings of the committee.3. Coordinate activities of the committee which include:
a. Send a letter to supervisors/employees outlining title review process each October.
b. Schedule meeting of the review committee.
c. Notify committee members of the agenda for the meeting.
d. Forward results of title review proceedings to appropriate senior administrative officers, supervisor, employee, and Human Resources Director.4. Follow up with individuals who have requested title review action by the committee, but have not completed the full process by the end of December.
5. Serve as the committee liaison to the Academic Staff Committee and Academic Staff Policy and Procedure Committee.
6. Call the organizational ASTRC meeting of the next academic year no later than the end of September.
B. Vice Chairperson
1. Elected in the same manner as the chairperson.
2. Performs the duties of the chairperson in the latter's absence.
C. Secretary
1. Alternates on a rotating basis among the members of the committee who are not chairing the committee.
2. The secretary will keep minutes of each meeting of the committee and forward a copy to the chairperson for distribution to members of the committee within two weeks after the meeting.
D. Vacancies among the officers shall be filled by election from the members of the committee at the next regular meeting.
VIII Procedures
A. Meeting Proceedings, Dates and Times
1. Prior to the close of each meeting, the time and date of the next meeting will be determined if there is business pending.
2. Meetings shall be limited to two hours unless a motion to extend the meeting is made, seconded, and approved by at least half the members present.
3. Special meetings of the committee shall be held at the call of the chairperson. A motion may be made to convene into closed session as permitted by Wisconsin Statute 19.85 (10 b or c).
4. Roberts' Rules of order (revised) shall govern proceedings in meetings of the committeeB. Quorum: A quorum for regular or special meetings of the committee shall be a majority of the committee members.
C. Agenda: The proposed agenda should be sent to all committee members one week before the scheduled meeting.
D. Attendance
1. A committee member will be excused from the committee if he/she is absent from two consecutive meetings. Exceptions will be made only with approval from the chairperson.
2. The chairperson should be notified of an anticipated absence as far in advance as possible.E. Voting
1. In the review process, the vote will be recorded in the findings submitted to the appropriate administrator.
2. No findings can be forwarded without at least three (3) members present and voting.
3. Absent members may submit their written analysis and vote to the Chair prior to the meeting.
4. Majority vote is required to forward the committee recommendations.F. Annual Report:
1. The Committee shall prepare and submit to the academic staff an annual report outlining the general nature of its activities during the year.
2. The report will not include details of personnel matters.
3. The report shall be presented at the Annual Meeting of the Academic Staff.
IX. Record
A. Records of correspondence and other documents relating to committee activities shall be
maintained for three years by the Chair of the ASTRC after which time they are to be forwarded to the Assistant to the Secretary of the Faculty.
B. The Assistant to the Secretary of the Faculty will deposit these records in the University Archives every three years.
X. By-laws
A. The ASTRC shall review the by-laws annually as a part of the organizational meeting.
B. Revisions of the Title Review Committee By-laws require a two-thirds majority of the members of the Academic Staff Committee.
