Minutes of the Academic Policies Committee
for October 9, 2000

The Academic Policies Committee met Monday, Oct. 9, 2000 in CA 233. The meeting was called to order at 12:05 P.M. by
E. Zepp, Chair. Also attending were D. Davidson, D. Kaufman, J. Mueller, D. Olsen, J. Ostheimer, and M. Power.

1) The minutes of the meeting of Sept. 25, 2000 were approved as distributed by e-mail.

2) The revised Independent Study form was approved, with spacing changes on the document.

3) The request for Incomplete form was approved as revised:

Box 2: delete averages OUT to BE a grade Change last line: unaccompanied by a signed Request for Incomplete shall be recored as an "F."  Add bottom of page: N.B. Instructor must file this form by the time grades are due.

P. 2 # 2. Add: The student must be notified within a two-week time period that a grade of Incomplete has been assigned.

Both forms were approved to be forwarded to the Secr. of the Faculty's office.

4) Memo from Tim Fossum re: staffing of CSCI 376

Although the APC found no essential problem with the proposed course itself, there was enough concern with the precedent for new policy that the committee desired more time to look at the ramifications of the proposal.

Thus, a compromise was approved: CS should offer the proposed course, staffed by Technology 2000, in Spring 2001 as a 490. This will allow all concerned to see how the proposal functions, and allow APC to look at broader questions of policy, including:
a) What precedents are set by accepting credits for a course provided by a corporate vendor?
b) Can we justify providing financial aid to students taking this course, when the fee is $8995, more than our semester tuition. Would this be unfair to other students who need financial aid?
c) Students would receive no credit for the course, unless they passed the 7 exams in the next year time frame. However, students enrolled in the "parallel" course 375, receive credit at the end of the semester enrolled. Can students be denied credit for a semester course based on external exams which may not be completed until a year after the course?
d) Rather than UW-P collecting fees for a private corporate vendor, under our course number, would another solution, such as an approved transfer of credits, articulation agreement, etc. be better?
e) Should SCHs not be counted on courses offered outside of the control of UW-P faculty?

5) Credit for Experience-based learning and Internship policy:  The Chair mentioned that, for the former, students cannot apply
for credit for a course within a major, unless the students have been accepted in that major.

Both these policies should be read carefully by committee members and will be the agenda for the next meeting:
