Minutes of the Academic Policies Committee
for February 19, 2010

The meeting formally convened at 12:15 p.m., once a quorum was present.

Present:  Laura Gellott, Chair; Gail Gonzalez, Ron Otto, Dennis Rome, Carmel Ruffolo, Joy Wolf.

Excused:  Stuart Hansen, Susan Hawkins-Wilding, Rhonda Kimmel, James Kinchen.

Absent: Erin McDermott, Student Rep.

1.  Approval of minutes of February 5, 2010.  Ron Otto offered a correction to #5, concerning his comments about a more structured curriculum.  His point was that such structure could work hardship on student who had to begin with a sequence of remedial courses.  The minutes were corrected to reflect the intention of his comments.

2.  Articulation Agreements.  Carmel Ruffolo has been working to develop articulation agreements with various two and four year institutions.  Gary Wood had located an 1988 resolution stating that APC should approve articulation agreements.  However, University Committee felt that a clear policy statement governing articulation agreements was necessary.  Following is what APC agreed upon and forwarded to UC for inclusion on the March 9, 2010 Senate Agenda:

                            Proposed Policy re: Approval of Articulation Agreements

                The Academic Policies Committee approves all new and reauthorized articulation agreements and modifications made to existing current agreements. 

An articulation agreement is a formal agreement that states specific polices related to the transfer of credits and coursework between the University of Wisconsin-Parkside and other institutions.  Articulation agreements are to be developed by the Provost’s office with the appropriate UW-Parkside departments, the Registrar’s office and the Financial Aid office. 

The Academic Policies Committee will approve articulation agreements after courses from the partner institutions have been approved for transfer by the faculty of the corresponding UW-Parkside departments and the agreement has been reviewed by the Provost’s office, Registrar’s office and the Financial Aid office. 

All articulation agreements will specify an end date and a periodic review date. 

The Provost’s office and the Registrar’s office will work out a procedure to coordinate with departments to ensure the monitoring and maintaining of articulation agreements.

The Provost’s office is the legal owner of all articulation agreements.

3.  UWS policy requiring students to complete all 0-level courses / remedial courses by the time they complete 30 credits.  Laura Gellott will work at drafting changes to the existing completion of English 101 and Math 102/111 by 60 credits to work in the requirement for completing the remedial work by 30.  This should be ready for consideration at the March 5 meeting.

4.  Discussion of adding the Modern Language requirement to the English 101 and Math 102/111 completion by 60 credit rule was held over to March 5.
