Call to Order:
The meeting was called to order at 3:05 PM by Prof David Holmes, Chair. Present
in addition were Profs Norm Cloutier, Walter Feldt, Wendy Leeds-Hurwitz, and
Scott Thomson, Ms Doris Nice, and Assoc Provost Jerry Greenfield, members. Absent
was student Dave Koss.

Business
Letters to Chairs - Program Reviews
The Committee reviewed the template of a letter sent last year to chairs of
departments scheduled for program reviews. It was agreed that the language should
be changed to reflect that having an outside reviewer was expected, not optional,
and that the evaluator should be chosen in close consultation with the dean.
The rationale for the choice made should be shared with CAP.
The following step-by-step schedule was adopted for 2003-04. It was agreed that
in future years a faster startup would be desirable.

Procedure for Handling PARs
In some cases, a CAP member was a member of the faculty of a department seeking a PAR or being subjected to a program review. Prof Holmes and Prof Feldt, as Secretary of the Faculty, had discussed this in the context of a possible ethics issue. Prof Feldt offered that as is the case when the Personnel Review Committee reviews a candidate from a member's department, there is no explicit requirement that the member recuse him/herself. It was agreed that whenever a PAR was requested, should the Committee have any questions, it would invite a departmental representative to be present before taking any final action.
Communication PAR
A PAR from the Department of Communication was discussed. The request was updated from one submitted last year. The request to seek an assistant professor as specific in the submittal was APPROVED.
Sociology/Anthropology PAR
The Committee next discussed a PAR, again modified from a 2003-04 request, from Soc/Anth to seek an assistant professor as specified. The proposal was APPROVED.
Advertisement Copy
A brief discussion concerning the teaching load expectation for new hires was conducted. Standard copy will indicate a 21 credit hour per year load, Prof Greenfield said. It was agreed that the wording be carefully drawn to indicate that a lesser load was likely given a commitment to engage substantially in other activities. Some feared we would be placed at a competitive disadvantage if this was not done.
UW-Marketing Research Presentation
Jo-Ann Goodyear, Director of the Career Center, led a discussion of which fields of study would be most marketable in the next decade. The discussion was based on information supplied by Terry Ludeman. Health related professions and service occupations were forecast to be most in demand. Some skepticism was voiced over the accuracy of previous forecasts and the lack of apparent consideration of off-shore alternatives that might skew the figures. It was also apparent that some fields currently popular with students do not correlate well with fields of alleged high future demand. It was agreed to investigate having a broader discussion of this subject, perhaps by inviting Terry Ludeman and involving a broader audience.
UWP Grows to 7500 Students?
Prof Holmes asked Prof Greenfield about reports that UWP was destined to have 7500 students in ten years. Prof Greenfield said that UWP had been identified in some discussions with UW System as a campus that could reasonably be expected
to grow and accommodate 7500 students ten years out. The theory was, he said, that such an enrollment would accomplish some economies of scale. Were this to come about, he continued, we would have to identify programs that would be attractive to these additional students, many of which would have be be recruited from outside the traditional recruitment area.
Next Meeting
It was agreed to meet next on Monday, November 10, hopefully with Bill Blanchard to discuss the data provided to chairs as part of the Program Appraisal Framework (PAF) exercise. Those members who had looked at the information supplied had some questions. It was anticipated that department chairs would also be invited.
(Subsequent to the meeting, Prof Holmes decided to combine this meeting with a meeting that Provost Martin had scheduled with the department chairs. Thus CAP will not meet, but members are requested to attend the Provost's meeting to be held at 4:00 PM, November 10, in the Galbraith Room.)
