Minutes of the Committee on Academic Planning
for March 1, 2004

Call to Order:
The meeting was called to order at 2:05 PM by Prof David Holmes, Chair. Present in addition were Profs Wendy Leeds-Hurwitz, Scott Thomson, Norm Cloutier, Walter Feldt; Assoc Provost Jerry Greenfield; Doris Nice and Dave Koss; members; and, Provost Rebecca Martin. Prof Alexander Lichtman also attended the meeting for about the first half-hour.

Remarks: Provost Martin - Mini-Par Process
Provost Martin said that she welcomed input from the Committee concerning which Mini PARs should be developed into full Position Authorization Requests (PARs). The deans would concurrently be preparing recommendations. Later this spring, the Committee will be asked to formally consider the PARs. This process concerns hiring for the 2005-06
academic year.

She said that ideas were welcome at this stage that might help strengthen proposals through a refocusing or, possibly, a combining with other proposals.

She also said that some departments might submit a PAR, even if their mini-PAR was not favorably reviewed.

Review of Mini-PARS
Since the Department of Art did submit a mini-PAR, Prof Holmes decided to relinquish the chair to Prof Leeds-Hurwitz. There was no submission from Communication.

At this point, given that Prof Lichtman, chair of the Department of Mathematics, was present, the Committee invited him to address his mini-PAR proposal. Prof Lichtman said that the department needed to offer more upper level math courses at a greater frequency. He acknowledged CAP's recommendation that the department hire a math educator by stating that if the department were given three lines, the third would be in math education. Prof Lichtman then left the meeting.

The Committee proceded to consider each of the 22 positions requested by 16 departments. The discussion included bringing up prior CAP recommendations, reviewing data on student credit hours generated, number of full-time faculty and teaching academic staff and the program appraisal frameworks and strategic plans submitted separately. In addition, some members suggested other factors that seemed important to them, such as a relationship to teacher education or a relationship to health programs.
