Procedures for All-Faculty Elections
PSF 40/90-91

Pursuant to UWPF 4.04(7) the following procedures for All-Faculty Elections are established:

1. Definition

An all-faculty election is one in which the electorate consists of the entire faculty defined by UWPF 1.01(1).

2. Responsibility

The responsibility for the conduct of the all-faculty elections lies with the University Committee. The Secretary of the Faculty shall conduct the elections in accordance with these procedures. In extraordinary circumstances, the University Committee may provide for exceptions to these procedures.

3. Calendar

The all-faculty elections shall be held annually in the spring semester according to the Calendar below:

4. Preparation of Nominations

The University Committee shall prepare slates of nominees for each position. The willingness of a candidate to serve if elected shall be ascertained in advance of circulating nominations. The committee should nominate two to three nominees for each vacancy. Any expressed preference for service on a given committee by a member of the faculty should be given consideration. However, "The principal criterion for the appointment or nomination of an eligible person to a committee shall be his/her qualifications to discharge its responsibilities. In addition, the number of other committee memberships held and the principles of affirmative action should be considered." (UWPF 4.02(4))

5. Nominations Announced

The Secretary of the Faculty shall announce the nominations to all members of the faculty and shall request nominations-at-large.

6. Nominations-At-Large

Nominations-at-large may be submitted, in writing, to the Secretary of the Faculty. The nomination document must be signed by one member of the faculty, and must include the signature of the nominee, indicating willingness to have his/her name included on the ballot.

7. Ballots

The Secretary of the Faculty shall prepare the ballots and instructions and forward these, along with a return envelope, to the members of the faculty.

These materials shall include:

(a) Deadline for receipt of ballots in the Secretary of the Faculty's Office.
(b) Names of candidates with no affiliation listed.
(c) Names of carry-over members of the committee affected.
(d) Number of votes to be cast for each contest. Normally, the number of votes shall not exceed the number of vacancies to be filled.
(e) Notice that there is no provision for write-in candidates.
(f) Ballots bearing the Seal of the Secretary of the Faculty.

8. Custody of Ballots

Only ballots received in the Office of the Secretary of the Faculty by the deadline shall be counted. The Secretary of the Faculty shall hold the ballots, unopened, until the Tellers' Committee convenes.

9. Tellers' Committee

The Secretary of the Faculty shall appoint a Tellers' Committee consisting of at least one member of the faculty in addition to the Secretary of the Faculty. The Secretary to the Secretary of the Faculty shall serve as staff to this Committee. The Committee shall:

(a) Open and count the ballots,
(b) Rule on the validity of questionable ballots and mark invalid ballots with the reason for the invalidation,
(c) Agree upon the vote total for each candidate and upon the order of finish,
(d) Decide ties by the method given in (10).

10. Ties

The following provisions apply to the resolution of ties.

(a) To determine winners. When a tie must be resolved to determine who is seated, or who receives the longer term, the following method is employed in the order indicated:

(i) If a runoff election would be otherwise necessary, it is used to resolve the tie.
(ii) An attempt is made to contact the candidates and arrive at a mutually agreeable solution.
(iii) A device of chance is used.

(b) Other Ties. Ties which affect the order of finish, but not affecting those to be seated, are decided by a device of chance.

11. Results

The Secretary of the Faculty shall prepare the results of the election which are then authenticated by the Tellers' Committee and distributed to the electorate.

Candidates shall be seated in accordance with the order of finish, longer terms first, and eligibility requirements.

The memorandum of the results shall bear the signatures of the members of the Tellers' Committee and shall include the complete order of finish for each contest. Vote totals for the candidates shall be included.

12. Runoff Election

The following provisions apply:

(a) A runoff election is conducted if the number of candidates exceeds three times the number of contested seats.

(b) The candidates for the runoff election are determined from the order of finish in the first round. The candidates included shall number twice the number of contested seats, but a candidate shall not be rendered ineligible for a runoff because of a tie.

(c) There will be no runoff election if there is one contested seat and one candidate receives a majority of the votes cast.

13. Records

The record of an election shall include:

(a) The notice of nominees (normally a memorandum from the Secretary of the Faculty),
(b) A sample ballot with instructions,
(c) Valid ballots,
(d) Invalid ballots, separately,
(e) Tally sheets,
(f) Results of notification memorandum.

The record of an election will be open to members of the faculty and retained in the Office of the Secretary of the Faculty a minimum of one year.

14. Special Provisions: University Committee Election - Amended by PSF 30/00-01 on April 19, 2001

A separate election for University Committee shall be held annually. The provisions of sections 1 through 13 of this document apply, except as modified by the following special provisions.

a. Calendar The special election shall be conducted according to the Calendar below:

b. Nominations The slate for the election shall be determined on the basis of nominations at-large. Petitions for a nomination at-large require the signatures of at least one member of the faculty. Each nomination petition shall be accompanied by a statement, signed by the nominee, indicating his/her willingness to stand for election.
