Position Summary
The University of Wisconsin-Parkside invites applications for a full time, 12-month appointment as the Chief Information Officer (CIO). Under general direction, the CIO will serve as the head of the Campus Technology Services (CTS) Department reporting directly to the Provost. The CIO will be responsible for the operation and administration of the department; and will direct, manage, plan, coordinate, and execute the provision of information technology initiatives and services in alignment with the university strategic plan. The CIO will manage the following units within the Campus Technology Services Department: Applications, Infrastructure, Client Services, Creative Services, Learning Technologies.

Responsibilities
A. Leadership
- Provides leadership in directing and administering a University-wide system of information processing, telecommunications, data communications, and creative services.
- Evaluates University-wide information processing needs and recommends and implements appropriate strategies and technologies to meet those needs.
- Develops the Strategic Technology Plan in support of a higher education environment.
- Responsible for oversight and support of the current instructional technology and research environment for students, faculty, staff and the community as well as envisioning and making recommendations for the future.
- Develops and communicates a vision and mission for the CTS Department that is supportive of all University entities engaged in the deployment and use of information technology.
- Actively participates in and provides leadership in UW System and statewide information technology initiatives.
- Prepares detailed and comprehensive written and oral reports and recommendations and makes presentations to the administration, appropriate faculty and academic staff governance groups, committees, boards, and other departments and staff.
- Establishes and maintains effective working relationships with employees, academic departments, administrative offices, the University of Wisconsin System representatives, public officials and vendors.
B. Technical Operations
- Plans, develops, recommends and implements information technology and telecommunication environments, programs and projects.
- Directs the development, maintenance, enhancement, acquisition, operation, installation, support and problem resolution for all University computer hardware, software, telecommunications and data communications in a complex, multi-platform environment.
- Develops, recommends, implements and administers comprehensive policies, procedures, goals, objectives and standards regarding University-wide information technologies.
- Provides leadership and guidance on the selection and acquisition of hardware and software necessary to meet the needs of the University community.
- Develops the CTS annual budget and reviews and monitors the budget throughout the fiscal year to ensure appropriate expenditure of funds.
- Encourages and coordinates the professional development of all CTS staff.
- Selects, assigns, supervises and evaluates staff and handles any personnel concerns of the staff.
- Performs other duties as required
Essential Knowledge and Abilities
- Thorough knowledge of the current principles and practices for the management of information technologies, systems analysis, design and operation.
- Thorough knowledge of current telecommunications principles and practices.
- Thorough knowledge of the current uses, requirements and operation of computer and peripheral equipment.
- Thorough knowledge of current project management principles and techniques.
- Comprehensive knowledge of voice, video and data networking including technologies associated with these venues of communication.
- Considerable knowledge of administrative, managerial and supervisory principles and practices.
- Ability to deliver computing and networking services in a large and complex environment to a diverse clientele and to make informed decisions about campus-wide technology adoption.
- Ability to understand the role of Information Technology in a University setting.
- Ability to research and analyze detailed information and make appropriate recommendations.
- Ability to plan, develop, implement and evaluate projects and programs.
- Ability to coordinate, supervise and evaluate the activities of staff.
- Ability to develop and administer policies, procedures, budgets and strategic plans.
- Ability to plan, organize and effectively present ideas, concepts and recommendations, both orally and in writing.
- Ability to establish and maintain effective working relationships.
Education, Experience, Training and/or Certifications
Required
- Graduation from an accredited college or university with a Bachelor’s degree in information technology, information management or related field.
- At least five years of progressively responsible professional work experience in information technologies management.
- Demonstrated experience creating and managing complex budgets and technical projects and experience supervising staff.
Preferred
- A Master’s degree in business administration, public administration or a closely related field.
- Experience working in or with clientele within higher education, with additional preference for at least 2 years of experience
- Demonstrated experience in developing technical strategic plans
- Demonstrated experience managing marketing related areas such as: website, creative services and graphic design
- Demonstrated experience overseeing applications specific to educational environments such as: Desire 2 Learn (D2L), course management systems, and student information systems
- Demonstrated experience overseeing enterprise software environments such as: Peoplesoft and imagenow
