Position Summary

The Vice Chancellor for Finance and Administration is a limited position that provides overall direction and leadership to the Division of Finance and Administration, which includes Business Services, Human Resources, Police and Public Safety, and Facilities Management.  Also, serves as the Chief Financial Officer of the University, with budgetary responsibilities including oversight of a $100 million operating budget. The Vice Chancellor for Finance and Administration reports directly to the Chancellor and will provide information and direction to the Chancellor, Provost, members of the Leadership team, and the Deans’ and Division Officers on matters relating to finance/budgeting, administrative, construction/facilities and the campus master planning

Responsibilities

    1. Strategically guide the financial reporting and internal control environment of the university.
    2. Oversee development and production of consistently accurate and relevant university metrics, benchmarked to peer institutions, to guide leadership decision making and to commit to evidence based decision making.
    3. Lead the development of efficient processes and achievement of economies of scale by revamping existing practices.
    4.  Lead institutional collaborations including identifying new revenue opportunities and diversifying revenue streams.
    5.  Provide clear and concise strategic direction to others, creating and managing a collaborative and team-focused environment, delivering excellent service.
    6. Lead the development of policies, planning guidelines, and procedures for the University's capital budget program including development of the Capital Plan.
    7.  Oversee university operating budget and financial processes ensuring fiscal control and responsibility based management planning/reporting and integrated budgeting practices.
    8.  Lead campus redevelopment and expansion including physical plant renewal and reinvestment and provide leadership towards an environmentally sustainable campus environment.
    9. Supervise the division of Administration and Finance, which includes division staff, Business Services, Human Resources, Protective Services, and Facilities Management.
    10. Represent the campus on budget issues with State of Wisconsin, University of Wisconsin System Administration and external groups.
    11. Guide the development of the institutional annual budget, provide appropriate oversight of the budget system, promote open disclosure and collaborative participation and ensure that finances and budgets are managed in accordance with state law and generally accepted accounting standards.
    12. Perform other related tasks and related responsibilities as assigned by the Chancellor.

     

    Essential Knowledge and Abilities

    • Comprehensive knowledge of fiscal management; strategic planning and budgeting, and knowledge of best business practices.
    • Considerable knowledge of GAAP, GASB, FASB, FAPs, IRS regulations, Federal and Tax laws and charities registration, and ERISA.
    • Ability to show a demonstrated commitment to diversity and the university's mission, vision, and values.
    • Ability to demonstrate high level administrative capacity and leadership through transparency, fairness, ethics and dependability; and a commitment to evidence-based decision making.
    • Ability to communicate effectively and to work collaboratively with faculty, staff, students, governance groups, the Foundation Board, UW System Administration, the Board of Regents, State of Wisconsin agencies, the Legislature, and the community.
    • Ability to help develop and implement the creative vision to lead and plan ongoing initiatives in support of UW-Parkside’s strategic plan.
    • Excellent analytical and problem solving skills and experience interpreting complex financial information.
    • Ability to seek and evaluate solutions that demonstrate environmental sustainability and stewardship.
    • Experience and familiarity with Responsibility Centered Budgeting, including the knowledge of technical tools available to facilitate organization-wide systems integration and a commitment to integrated budgeting and planning.

     

    Education, Experience, Training and/or Certifications


    Required

      • Master's degree in business administration, accounting, finance, or a closely-related field
      • At least seven years of progressively responsible managerial experience in a complex organization
      • Demonstrated "hands on" experience in capital planning, financial reporting, accounting, budgeting, and financial controls
      • Demonstrated experience in institutional master planning and strategic planning
      • Demonstrated experience with current and emerging technologies and/or tools to support areas such as: financial planning, reporting and budgeting
      • Demonstrated excellent oral and written communication skills

       

      Preferred

      • Higher Education experience
      • Certified Professional Accountant (CPA) certification
      • Demonstrated leadership and involvement in planning and overseeing major construction and development projects in facilities and construction management
