Summary:
The mission of the Office of Institutional Effectiveness (OIE) is to serve and consult with the UW-Parkside community and its educational partners by: Creating, analyzing, and disseminating accurate, useful data; providing information, resources and tools, for improving workplace processes and procedures; integrating campus-wide and academic planning and budgeting.
This is a full-time, 12-month, Academic Staff position that reports to the Assistant Vice Chancellor for Institutional Effectiveness (AVC, IE) and has one direct report, the Institutional Planner. The Associate Policy and Planning Analyst will assist with the generation, maintenance, analysis and presentation of information and carry out institutional research that supports the institution's planning, management, and decision making processes. In addition, s/he will be responsible for the creation and maintenance of a University Fact Book, a collection of Fact Sheets suitable for distribution beyond the campus, Web-based dissemination of a set of key performance indicators, and supporting the university-wide data team in their efforts to coordinate and manage data requests and data delivery for the university. |
Responsibilities:
Coordinate Research Initiatives and Data Initiatives
- In conjunction with the AVC, the Associate Policy and Planning Analyst will act as a lead in identifying and providing data from central campus systems to aid in assessment and accountability reports.
- Contribute to research, evaluation, assessment, and reporting to support institutional decision-making, planning, and continuous improvement.
- Build and maintain a data infrastructure to advance the mission of the Institutional Research Office and UW-Parkside.
- Develop, coordinate, and manage the University's Annual Reporting Requirements.
- Respond to ad-hoc requests for institutional data on a timely basis.
- Summarize and analyze data in order to complete required external reports, including those necessary for government agencies (e.g., IPEDS, HEOA).
- Work with enrollment, the Registrar, Business Services and Campus Technology Services (CTS) to identify data discrepancies and address data quality issues to ensure consistency and integrity of institutional data.
- Conduct descriptive and analytical analysis of University data. Provide verbal and written reports to various internal audiences using graphic and tabular formats that aid understanding of data.
- Support the efforts of the university-wide data team to coordinate the process for requesting, responding, and disseminating data across university departments and offices.
Oversee and Perform Database and Web Management
- Manage information database(s), SPSS and SQL queries; verify data accuracy.
- Clean, merge, manipulate, and organize data to serve current and future institutional research needs.
- Thoughtfully and intentionally use software and reporting tools, including Excel, Access, SQL and iStrategy (once implemented), to extract, manage, and document data from a variety of sources.
- Use Excel, Access, SQL and iStrategy (once implemented) to create dashboards and reports for the University community.
- Develop, improve, and maintain the Office of Institutional Effectiveness’s Institutional Research web page with current data, resources, and links.
Manage Internal and External Data Generation, Dissemination, and Reporting
- Respond to both internal and external routine and ad hoc requests for university data (e.g., annual completion of the Common Data Set, Office of Policy Analysis and Research (OPAR), and major publisher surveys).
- Coordinate the Institutional Research (IR) response for data requests from external organizations.
- Ensure data is generated and disseminated widely on campus.
- Identify data solutions to continually improve data collection, dissemination, and reporting.
- Provide support for faculty and staff to ensure quality data generation, dissemination, and reporting.
Manage the Institutional Research office.
- Act as the lead for the Institutional Planner including determining project design, setting priorities, managing and establishing the expectations and quality of deliverables and providing oversight and guidance.
- Manage and coordinate the work flow of projects and on-going work of the IR office.
- Ensure timely reporting, project completion and lead continuous improvement of the IR office.
Miscellaneous
- Performs other duties as assigned.
Essential Knowledge, Skills and Abilities:
- Thorough understanding of managing competing priorities, managing high volume of requests and ensuring accuracy of data and presentation in a professional way.
- Thorough understanding of and experience with statistical software such as SPSS or SAS.
- Thorough knowledge of collecting, analyzing and presenting qualitative and quantitative data for data-informed decision-making.
- Thorough knowledge and experience with scientific research methods appropriate to institutional research
- Comprehensive knowledge of general computer/database skills including strong SQL skills and experience working with database query tools.
- Considerable knowledge of research techniques and methodologies, including both quantitative and qualitative research methods to include: project and research planning and design, data collection, analysis, report preparation and presentation of results; principles of survey design and techniques; principles of statistical analysis; research design, including literature review and synthesis, and comprehensive report preparation with respect to purpose, method, analysis, results, and recommendation.
- Comprehensive knowledge of Access, and Excel.
- Comprehensive knowledge of the use of information technology to support data extraction, dissemination, and management.
- Strong interpersonal skills and a proven ability to work effectively as a member of a results-oriented team.
- Demonstrated ability to manage multiple, ongoing processes where accuracy and timeliness are essential with minimal supervision.
- Considerable knowledge of institutional research in higher education.
- Must be able to use a computer for extended periods of time.
