Director, Upward Bound
The University of Wisconsin-Parkside invites applications for the position of Director, Upward Bound. This is a full time, federal grant-funded academic staff position. Continued appointment is based on performance, program needs, and continued federal funding. The UW-Parkside Upward Bound program has funding approved through FY 2011, subject to annual reauthorization
Description:
The program will provide preparation for success in the university setting by offering supplemental educational services provided to low income and educationally disadvantaged secondary school students. UW-Parkside’s Upward Bound program will serve 50 students at Bradford and Reuther High Schools in Kenosha, Wisconsin. Service will be provided during the academic year and through specialized summer programs. Upward Bound will help students to develop academic plans, and through participation in secondary school programs, will increase their eligibility and opportunities for university enrollment.
Responsibilities:
The Director will be responsible for the overall operation of the program. Specifically, the Director’s responsibilities will include:
- Development of the program and program curriculum
- Designing, implementing, and maintaining clear program policies and practices
- Working effectively with target schools and the University to plan, supervise, and assist with program activities
- Implementing, managing, and evaluating the program
- Hiring, training, supervising, and evaluating staff
- Recruiting volunteers and advisory committee members, and soliciting in-kind program resources
- Budget management
- Record keeping, report writing
- Publicity and community relations
- Coordination of all program activities on campus and in target schools
- Acting as liaison for all key stakeholders
- Compliance with University and federal regulations and deadlines
- Representing the program to the University community, Bradford and Reuther High Schools, KUSD, and community and neighborhood organizations and groups
- Participating in appropriate TRIO conferences and training workshops
- Monitoring and evaluating the effectiveness of program services and progress toward achievement of program goals
REQUIRED QUALIFICATIONS
- Masters degree in counseling, sociology, social work, education, or a related field
- Experience managing grant budgets (federal grants preferred)
- Excellent written and verbal communication skills
- Demonstrated understanding of and sensitivity to the needs of low income, disadvantaged students
PREFERRED QUALIFICATIONS
- At least three years paid experience managing and implementing educational programs for low income, disadvantaged students
- At least two years experience administering academic assessment instruments and diagnostic tests
- Prior experience with TRIO programs
- Experience working with high school students
- Background similar to target population
- Experience administering federal grants and federal budgets
- Knowledge of issues affecting the academic potential of low income, at risk, first generation college bound youth
- Bilingual in Spanish and English
Salary :
Salary is commensurate with qualifications and experience. The University of Wisconsin System provides a liberal benefits package, including participation in a state pension plan.
