Klinkner to lead finance and administration

The University of Wisconsin-Parkside announces the appointment of Melvin F. Klinkner as vice chancellor for finance and administration. Klinkner previously served as vice president for financial planning and administration at Missouri Western State University, Saint Joseph, Mo. He begins his duties Aug. 20, 2012, and will report directly to Chancellor Debbie Ford.
"The main focus of any institution of higher education is creating graduates who add value to their communities," Ford said. "In order to do that, the institution requires an efficient business and operations plan capable of maximizing the resources available. Mel Klinkner brings that important skill set to the University of Wisconsin-Parkside."
At Missouri Western State University, Klinkner oversaw day-to-day operations of the Financial Planning and Administration division. He formed and chaired the Budget Advisory Council to provide transparency to the budget process, and led the effort to manage major budget challenges related to state appropriation cuts and legislative caps on tuition increases.
Klinkner also directed the financing of a $7-million bond issue for the upgrade of athletic facilities and a $15-million bond for a new residence hall. Missouri Governor Jay Nixon recognized the university's use of Build America and Recovery Zone bonds, saving $5 million in interest costs over the life of the bonds.

"I take pride in my ability to develop and implement new processes and procedures to achieve and maintain a high level of service throughout the campus community "
Prior to joining Missouri Western State University, Klinkner served as fiscal director in the Housing and Food Services Division at Purdue University in West Lafayette, Ind., and as vice president for finance and administration with the Kansas Board of Regents, Topeka, Kan. During his career, Klinkner has served in various financial positions with the University of Central Missouri, Warrensburg, Mo.; Kansas State University, Manhattan, Kan.; and the University of Kansas, Lawrence, Kan.
Klinkner earned a master of science in management from Baker University, Baldwin, Kan., and holds undergraduate degrees from Ouachita Baptist University, Arkadelphia, Ark.
The University of Wisconsin-Parkside is one of 13 four-year campuses in the University of Wisconsin System. Founded in 1968 to better serve the needs of a growing population in southeastern Wisconsin and northeastern Illinois, UW-Parkside offers undergraduate and graduate degree programs and serves as an academic and cultural resource. The campus is located at 900 Wood Rd. in Somers.
