The University of Wisconsin-Parkside invites applications for the position of Recruitment and Staffing Coordinator.
Under general supervision of the Human Resources Director, this position is responsible for managing and supervising full life cycle of recruitment for the University. This position supports the HR Director with special projects and assists in the broad spectrum of HR management, including wage and salary administration, classification/reclassification, employment relations, equal employment opportunity, staff development, and other related functions.
- Bachelor’s Degree in Human Resources and/or other related field
- Five (5) years of progressive work experience in Human Resources or a closely related area
- A minimum of three years of recruitment experience
- Experience in employee relations
- Experience in a University setting and/or public service
- Experience supervising three or more employees in a human resources setting
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Lead all phases of recruitment, and manage the entire process for designated positions. Responsibilities include, but are not limited to: draft recruitment listings and advertisements as appropriate, develop assessment tools for designated positions, correspond with applicants and answer process questions, invite candidates for interviews, prepare new appointment letters and employment contracts for designated positions, make job offers to select candidates.
- Work collaboratively with Human Resources Staff responsible for recruitment
- Provide guidance and assistance to job applicants and University departments in the navigation of the University’s web-based job application and selection process
- Interface with University departments, external community groups, and organizations to promote and support the University’s overall recruitment efforts
- In partnership with the Human Resources Director, provides expertise and guidance via recruitment consultations and plans to address complex staffing needs of the University
- Review job descriptions and recommend changes as necessary to ensure AA and EEO compliance. Maintains awareness of Affirmative Action plan and work to help University meet AA goals.
- Participates in recruitment job fairs within the community, promoting the hiring of diverse candidates, as needed
- Ensure legal compliance with interview process
- Ensure management staff is aware of all recruiting policies and procedures and communicate any updates as necessary
- Ensure consistency in the process including establishment of interview panels, collection of forms and check and maintenance of documentation and references
- Manage day-to-day relationships with recruitment agencies/third parties as appropriate
- Assist the Human Resources Director in answering internal department recruitment questions and facilitate the hiring process to providing best practices for recruitments, candidate selection and onboarding
- Ensure compliance with recruitment guidelines are met and ensure that recruitment documents are received and records are maintained
- Provide accurate information to employees and job applicants regarding classified issues such as rate of pay, probationary periods, continuous service dates, reinstatements, terminations, transfers, promotions, and demotions in accordance with Wisconsin State Statutes, Wisconsin Administrative Code, University Governance, various compensation plans, and related University requirements
- Work with the Resources Director to provide guidance regarding “best practices” for recruitments
- Act as liaison between employees and administration and be a resource on policy, process, and procedures regarding contracts, renewals, and other payments
- Manage all employment contracts and offer letters
- Manage annual employment contract process
- Provide staff support to the Human Resources Director for projects
- Provide training and develop training materials as part of the Human Resources Training Team
- Assist the Human Resources Director in managing the employee annual performance review process and the performance review materials for HR Assistants responsible for recruitment
- Manage the successful enrollment of international students into the student management system to ensure correct taxation
- Maintain knowledge of federal and state laws as they pertain to U.S. citizens, resident aliens, and international employees, securing appropriate documentation from foreign employees, inspecting visas, and complying with international treaty provisions in order to successfully maintain I-9 documents and to hire student employees
Essential Knowledge, Skills, and Abilities:
- Knowledge of current human resource management methods and techniques and how to effectively apply them
- Experience with online recruitment and hiring in a high volume and specialized environment. Ability to develop new recruitment processes and identify improvements in order to achieve desired results.
- Knowledge of complex human resources laws, policies and procedures, UW-Parkside Unclassified Personnel Policies & Procedures, University Personnel System (UPS) and Academic Staff Policies and Procedures
- Experience in dealing with confidential information and sound application of judgment
- Excellent verbal and written communication skills and ability to relate complex information in an understandable fashion to a variety of people with various levels of knowledge on the topic
- Ability to establish and maintain positive working relationships with a variety of people at all levels in the university and to have effective conflict resolution skills with a focus on consistency and equity
- Ability to provide clear technical guidance and instruction to non-technical personnel
- Ability to compose and edit written material
- Strong interpersonal skills and the ability to work effectively with a wide range of individuals in a diverse community
- Ability to use independent judgement and to manage and impart information to a range of clients
- Knowledge and understanding of the guiding principles for employment diversity
- Knowledge of organization structure, staffing patterns, and job design
- Knowledge of on-line, electronic job application systems and processes
- Knowledge of recruitment advertising and marketing techniques and best practices
- Ability to analyze the information and document specifics effectively. Facilitate conversations and meetings.
- Proficient computer skills including word processing, spreadsheets, email, internet, and process/project management tools. Ability to quickly learn desktop applications and use them effectively. Willingness to share and teach the expertise to others.
- Knowledge of procedures required for processing payroll
- Ability to efficiently manage workload in a fast-paced, constantly changing environment
- Ability to set and meet goals and achieve them according to agreement including coordinating with others outside of the group to get things done
- Knowledge of organizational and time management techniques and the ability to apply them. Ability to handle a variety of tasks with numerous interruptions and under strict timelines.
- Knowledge of employment and international exchange visa types for foreign staff, and experience in completing U.S. Citizenship and Immigration Services application forms
- Ability to use a computer for extended periods of time
