Quality Collaboratives: Assessing and Reporting Degree Qualifications Profile Competencies in the Context of Transfer
UW-System has been an active partner with the American Association of Colleges and Universities (AAC&U) Liberal Education and America's Promise (LEAP) initiative since its inception. The LEAP initiative use a framework defined by a set of "Essential Learning Outcomes" (pdf). Based upon that set, UW System institutions developed and adopted the UW-Shared Learning Goals and they were endorsed by the UW System Board of Regents in December 2008. The AAC&U initiative has developed multiple methods in support of institutions achieving ELOs. Described in College Learning for the New Global Century (pdf), these essential learning outcomes and a set of "Principles of Excellence" (pdf) provide a new framework to guide students' cumulative progress through college. High impact practices define pedagogically sound methods for benefiting student achievement. LEAP also addresses curricular design principles and methods for making excellence inclusive. The Valid Assessment of Learning in Undergraduate Education (VALUE) project provided a framework of rubrics to correspond with the Essential Learning Outcomes.
The focus of the Quality Collaboratives project is to partner institutions to look at levels of competence which every college student should achieve as they move through degree levels from two-year, four-year and master's programs. The framework for this investigation is the Degree Qualifications Profile (DQP). The "qualifications" outlined in the DQP focus student achievement on specific learning outcomes that benchmark the associate, bachelor's and master's degrees. The DQP is a living document and this project is intended to provide insights for its improvement.
Within UW-System four institutions, in two institutional partnerships, are exploring the DQP in an attempt to determine strategies for assessing student competencies as the basis for student transfer between their respective campuses. UW-Oshkosh in collaboration with UW-Fox Valley is investigating civic engagement as a component of transfer. UW-Parkside in collaboration with UW-Waukesha is investigating the implementation of the Bachelor of Applied Arts and Sciences (BAAS) degree completion program and student transfer.
The UW-Parkside/Waukesha dyad investigating the integration of the DQP with the The Bachelors of Applied Arts and Sciences (BAAS) degree completion program. It is a ground-breaking collaboration between two-year and four-year campuses in the University of Wisconsin System. Due to its innovative nature, there are many distinctive elements of the BAAS that will uniquely qualify students in both the labor market and for master’s degree programs that emphasize service learning and community and civic engagement. The DQP has provided a framework for curricular mapping of the BAAS program analysis utilizing all BAAS program and course learning outcomes in the context of mastery. Professional development workshops, both individually and collaboratively with the combined BAAS instructors from both institutions, is underway during the Spring 2014 semester.
