John P. Duggan, Ed.D., LPC, LCPC, LSATP (he/him/his) is an Assistant Professor in the Psychology Psychology, Professional Counseling, and Neuroscience Department. John holds a Doctor of Education in Counselor Education and Supervision (CACREP), and also earned a Master of Arts in Theology (Spirituality Cognate), a Master of Arts in Counseling Psychology (CACREP), and a Bachelor of Science in Communication. John holds professional licenses from the boards of counseling in Maryland, Virginia, and the District of Columbia (inactive). Post-graduate education includes an Advanced Telehealth Coordinator Certificate (2020) from the Unviersity of Delaware, and Law and Leadership in Healthcare Administration from the Mitchell Hamline School of Law (2020).

I supported professional education and clinical practice initiatives as professional staff for the American Counseling Association and have produced more than 200 hours of livestream and video-based continuing professional development media, including several award-winning projects. Among professional recognitions, I have been honored with the 2025 Association for Humanistic Counseling (AHC) Humanistic Educator Award (National), the 2025 American Counseling Association Professional Development Award (National), and remain deeply honored to be recognized by the Maryland Counseling Association (MCA) with the MCA Lifetime Achievement Award.

Teaching Interests

I joined UW–Parkside in 2025 to help grow the online options for the Clinical Mental Health Counseling graduate program. This role lets me bring together my experience in course design with my commitment to hybrid and asynchronous learning, especially approaches that are constructivist and developmental in counselor education and supervision. Before coming to UW–Parkside, I served as an Associate Professor of Counseling in the College of Health and Education and as an Associate Ethics Fellow in the Center for Professional Ethics at Marymount University in Arlington, Virginia.

Research Interests

My scholarship and research examine how counselors actually practice in complex, real-world settings—clinically, ethically, and relationally. I focus on teaching and assessing advanced clinical and relational skills; emerging professional and ethical issues (e.g., the impact of the climate crisis, complex decision-making); humanistic and philosophical foundations (e.g., cross-cultural counseling, empathy, and dialogue); and ways to engage spirituality and broader meaning-making systems in counseling.

Recent projects explore the value of occupational licensure amid efforts to reshape and undermine professional education, including the historical, professional, and legal–ethical implications of the Interstate Counseling Compact. Collaborative work investigates the employment experiences of professional counselors in the digital gig economy and on direct-to-consumer (D2C) platforms, with attention to working conditions, emotional labor, and practitioner wellness. Given my training in philosophy and theology, I am also drawn to “meta” questions in counseling—how underlying frameworks, assumptions, and systems quietly shape counseling practice, professional identity, and counselor education.

Consulting Interests

I have collaborated with hospitals, county health offices, clinics, schools, mission-driven communities, and professional organizations for nearly three decades. This includes interdisciplinary efforts with medical, rehabilitation, and community teams to support individuals and families. Across these settings, my work as an educator, supervisor, and consultant is grounded in a commitment to social justice, advocacy, equity, and ethical practice.

I currently support practitioners through professional consultations, contribute to interdisciplinary initiatives, and help design and deliver educational programs for diverse audiences. I also volunteer with individuals in the acute phase of brain injury rehabilitation and their families, offering support during early recovery.
