John Duggan - University of Wisconsin Parkside

John P. Duggan, Ed.D., LPC, LCPC, LSATP (he/him/his) is an Assistant Professor in the Psychology Psychology, Professional Counseling, and Neuroscience Department. John holds a Doctor of Education in Counselor Education and Supervision (CACREP), and also earned a Master of Arts in Theology (Spirituality Cognate), a Master of Arts in Counseling Psychology (CACREP), and a Bachelor of Science in Communication. John holds professional licenses from the boards of counseling in Maryland, Virginia, and the District of Columbia (inactive). Post-graduate education includes an Advanced Telehealth Coordinator Certificate (2020) from the Unviersity of Delaware, and Law and Leadership in Healthcare Administration from the Mitchell Hamline School of Law (2020).

Dr. Duggan supported professional education and clinical practice initiatives as professional staff for the American Counseling Association and has produced more than 200 hours of livestream and video-based continuing professional development media, including several award-winning projects. Among professional recognitions, he was honored with the 2025 Association for Humanistic Counseling (AHC) Humanistic Educator Award (National), the 2025 American Counseling Association Professional Development Award (National), and was recognized by the Maryland Counseling Association (MCA) with the MCA Lifetime Achievement Award.

Teaching Interests

I joined UW–Parkside in 2025 to support the online modality for UW–Parkside’s Clinical Mental Health Counseling graduate program. My work draws on extensive experience in course design and reflects a deep commitment to high-quality hybrid and asynchronous learning, with particular emphasis on constructivist and developmental approaches to counselor education and supervision.

Prior to UW–Parkside, I served as an Associate Professor of Counseling in the College of Health and Education and as an Associate Ethics Fellow in the Center for Professional Ethics at Marymount University in Arlington, Virginia.

Research Interests

My scholarship examines how counselors practice in complex, real-world contexts—clinically, ethically, and relationally. This work focuses on the development and assessment of clinical and relational skills and on emerging professional and ethical challenges (e.g., climate-related impacts and complex decision-making). It also examines humanistic foundations such as cross-cultural counseling, empathy, and dialogue, along with clinically responsible ways of engaging spirituality and broader meaning-making systems in counseling.

Current projects explore the value of occupational licensure amid contemporary efforts to reshape or undermine professional education, including collaborative work on the historical, professional, and legal–ethical implications of the Interstate Counseling Compact. Additional collaborative efforts examine the employment of professional counselors in the digital gig economy and on direct-to-consumer (D2C) platforms, with attention to working conditions, emotional labor, and practitioner well-being.

Another area of scholarship draws on training in philosophy and theology to address “meta-level” questions in counseling. This work examines the role of metaphor and how deeper assumptions shape counseling practice, professional identity, and counselor education. A related focus explores the clinical integration of spirituality and broader meaning-making systems, using a pluralistic approach that helps counselors better understand their own perspectives and those of their clients.

Consulting Interests

I have collaborated with hospitals, county health offices, clinics, schools, mission-driven communities, and professional organizations for nearly three decades. This work includes interdisciplinary collaboration with medical, rehabilitation, and community-based teams to support individuals and families across a range of care settings. Throughout these roles, my work as an educator, supervisor, and consultant is grounded in ethical practice, professional advocacy, and a commitment to fair and responsible care.

Currently, I support practitioners through professional consultation, contribute to interdisciplinary initiatives, and assist in the design and delivery of educational programs for diverse professional and community audiences. I also volunteer with individuals in the acute phase of brain injury rehabilitation and with their families, offering support during the early stages of recovery.
